Impact windows in Miami-Dade and Broward: the High-Velocity Hurricane Zone

Miami-Dade and Broward are inside the Florida Building Code’s High-Velocity Hurricane Zone, which sets the strictest window and door requirements in the state. Palm Beach County is outside it.

Product approval. In the High-Velocity Hurricane Zone, windows and doors need a Miami-Dade Notice of Acceptance, a stricter approval than the rest of Florida requires. Outside it, including Palm Beach, products need Florida Product Approval.

Matching the opening. Every window and door is rated for a design pressure. The rating has to meet what the building code requires for that opening, which depends on the home’s height, its exposure and where the opening sits on the wall.

Why it matters. A product without the right approval won’t pass inspection, and the approval documents are what a wind-mitigation inspector checks later.

Can impact windows lower your insurance?

They can. Florida insurers give premium credits for hurricane protection features, and impact-rated windows and doors are one of them. The amount depends on the insurer and the house.

The wind-mitigation inspection. A qualified inspector documents the home’s features on the state’s Uniform Mitigation Verification Inspection Form, OIR-B1-1802. Opening protection is one of the items on it.

How long it lasts. The form is valid for up to five years, as long as no material changes are made to the house.

What to keep. The product approvals, the permit and the final inspection record. They document what was put in.

My Safe Florida Home: state grants for hurricane windows

My Safe Florida Home is a state program that helps homeowners pay for hurricane upgrades, including impact windows and doors. It starts with a free wind-mitigation inspection.

How it works. A state-approved inspector visits the home and recommends improvements. Eligible homeowners can then apply for a grant toward the work.

The grant. As of September 2026, the state pays up to $10,000 per home. Low-income homeowners don’t need to match it. Other eligible homeowners pay one dollar for every two the state pays.

Who qualifies. The home has to be a single-family, owner-occupied primary residence with a homestead exemption, among other requirements.

Measurements, permits and lead times

Impact windows and doors are made to measure, so the order waits on exact measurements and the permit.

Measuring. Each opening is measured on site. Openings in older homes are rarely identical, even when they look it.

Permit and product approvals. The permit application includes the approval documents for each product, showing it is rated for that opening. The permit comes from your city, or from the county if you’re in an unincorporated area.

Manufacturing. Production starts once the measurements are final. Lead times depend on the manufacturer and demand.

Inspection. Once the new windows and doors are in, the building department inspects the openings before the permit is closed.

3. Manufacture

Your windows and doors are made to the measurements and rating of each opening.

4. Install and inspect

The old units come out, the new ones go in, the openings are finished, and the building department inspects before the permit is closed.

Do I need a permit to replace windows in Miami-Dade or Broward?

Yes. Replacing windows and doors is permitted work, and in the High-Velocity Hurricane Zone each product needs a Miami-Dade Notice of Acceptance. We handle the permit and the inspections.

Palm Beach is outside the High-Velocity Hurricane Zone, but new windows still have to meet Florida’s wind requirements, including protection from wind-borne debris. Impact glass is one way to meet them; approved shutters are another.

They can. Florida insurers give credits for opening protection documented on a wind-mitigation inspection form. The amount depends on the insurer.
